SPECIAL NOTES  re: the Legislative Session that just ended:

Well we made it through another legislative session with the passage of a few good things and several very bad things, and also things we can be thankful didn’t pass. Chief among the bad things passed is HB1878, the elections bill. Here is an alert from the Missouri Rural Crisis Center:

“Last night, House Bill 1878 was truly agreed and passed, sending it to the Governor’s desk next. Why’s this ugly? A few key points:

  • HB 1878 consolidates power in the Secretary of State’s hands in unprecedented ways and takes away power from local election authorities and limits local control.
  • Voters will now be asked on their voter registration forms to affiliate with a political party or be designated as unaffiliated.
  • Eliminates the presidential primary.
  • Local election authorities cannot contact voters who made mistakes on their absentee ballot envelopes, like forgetting to sign the envelope or getting it notarized. They just have to reject the ballot. (Who’s that going to affect? Anyone who has a problem following the confusing absentee ballot instructions.”

What can we do? Start putting the pressure on Governor Parson NOW to veto HB 1878 and protect our election process.

On the positive side, here’s some info from the Missouri Budget Project:

“As always, there have been ups and downs, but overall, the legislative session had some good outcomes:

  • Legislators included funding for Medicaid expansion in the budget,
  • Advocates and allies prevented proposals to undermine Medicaid and the initiative petition process, and
  • Federal American Rescue Plan Act (ARPA) dollars will fund some needed projects for Missouri. (including $6 million for a homeless center in Columbia–my note)

While the General Assembly chose to leave out the Missourians who need it most when it approved a tax rebate, it isn’t a permanent tax cut that would take resources away from the public services we all rely on, and it has a smaller price tag than the original proposal.

We’re very disappointed that the proposal to extend Medicaid postpartum coverage to 12 months (from 60 days) was blocked by Senator Onder. But we’re buoyed by the broad bipartisan support it enjoyed, and hopeful that Missouri will step up next year to provide a better beginning for Missouri families.”
